Abstract
The present National Strategic Development Plan (NSDP) has been developed to serve as the implementation tool or roadmap for the implementation of the Rectangular Strategy for Growth, Employment, Efficiency and Equity – Phase II. The current Plan is an update from the previous NSDP (2006-2010), developed in order to cover the period of the Fourth Legislature and the Rectangular Strategy. It provides a detailed review of the achievements and the challenges faced in the 2006-2010 period, in implementing both the National Development Strategy and the Government's Rectangular Strategy for good governance. Hence, it outlines the macro-economic framework and the key policies to be carried out during the 2009-2013 period. In particular, the strategy aims at further implementing the Rectangular Strategy, enhancing the agriculture sector, rehabilitating physical infrastructure, developing employment and the private sector, building capacity and human resources. In particular, the present Plan mentions the importance of the National Forestry Programme in achieving these targets and recognizes the importance of mobilizing resources and support towards initiatives that reduce greenhouse gases and mitigate climate change, including Redd+ projects.Moreover, the Royal Government’s overall goal is “poverty reduction and economic growth through enhancement of agriculture sector development.The following seven strategic objectives for the agriculture, fisheries and forestry sectors have been identified: i) Food security, productivity, diversification; ii) Improve and strengthen agricultural research and extension systems; iii) Market access for agricultural products; iv) Institutional and legislative development framework; v) Land reform – land market development and pro-poor land access; vi) Fisheries reform - sustainable access; vii) Forestry reform - promote sustainable conservation and management of forests, ensure better management of natural protected areas.
