Abstract
This National Strategic Plan for Aquaculture Development in Cambodia (2016–2030) sets out a strategic framework in support of the development of a commercially viable and environmentally sustainable aquaculture sector. The Strategic Plan aims to enhance food security, nutrition, socioeconomic development, and export earnings. It emphasizes Cambodia’s comparative advantages—such as abundant water resources, a favorable climate, and a tradition of fish consumption—while acknowledging challenges like seasonal water shortages, dependence on wild fish for feed, and competition from neighboring countries. The Strategic Plan seeks to address these challenges through objectives seven strategic objectives: improving access to quality seed, water, and feed; enhancing knowledge and skills; managing disease and environmental impacts; increasing product quality and value; and facilitating access to finance. The Strategic Plan also calls for stronger legal and institutional frameworks, better market information systems, and coordinated action among government, development partners, and the private sector. The plan promotes a balanced approach, supporting small-scale, SME, and large-scale aquaculture, with a focus on sustainability, diversity, and value-added production. It underscores the importance of learning from regional experiences to avoid common pitfalls such as disease outbreaks and environmental degradation.
