Abstract
The Policy aims to enhance the effectiveness of labour migration in Cambodia. The policy focuses on three main pillars (1) Strengthening labour migration governance framework, (2) Protection and promotion of the rights of migrant workers; and 3) Harnessing labour migration to maximise social and economic development. The policy vision is to develop a labour migration governance framework that protects, safeguards, and empowers all1 migrant workers to the profitable, high productivities, and positive work experience, regardless of age, disability, culture, ethnicity, gender, sexual, orientation, expression, religion, political opinion, membership of trade union or other community group, legal status, or sector of work. Moreover, this policy seeks to eliminate the financial constraints and other structural barriers that limit women, men migrant workers, and other vulnerable groups access to decent work opportunity. Key measures include drafting a law on overseas labour migration; strengthening bilateral, multilateral and regional cooperation; improving management and oversight of private recruitment agencies; expanding labour counsellor/attaché services and Migrant Resource Centres (MRCs); enhancing complaints mechanisms and access to legal assistance; promoting social protection portability; and supporting skills training, recognition and financial literacy for migrant workers. The Policy also places measures that increase emphasis on access and utilization of social protection programmes, support services available to returned migrant workers, and reducing the reasonable cost of labour migration.
