Abstract
This Regulation (Prakas) provides for principles and measures for governing, inspecting/controlling and ensuring safety and food standards of all agricultural products which shall be used for making food for human consumption.
The Regulation requires all places of agricultural production and surrounding premises to have good hygiene, no poisonous substances and to be free from infections. Plant seeds, animal breeds and fish species, and agricultural materials used for agricultural production shall comply with standards authorized by the Ministry of Agriculture, Forestry and Fisheries. The Ministry shall also be responsible for controlling and inspecting food safety of agricultural products.
The Regulation recognizes the power of specialized entities of the Ministry to implement the rules relating to the management, control and promotion of quality and safety of food made by agricultural products from the initial stage of primary production to the final stage of primary processing. Any activities relating to the production, primary processing, import/export, storage and distribution shall be under quality control so as to comply with the maximum residue limits of hazardous substances and to determine which food meet accepted standards. The maximum residue limits of hazardous substances for food shall comply with ASEAN Standards and the Standards of Codex Alimentarius Commission (CAC).
