Abstract
This Rectangular Strategy Phase II is a comprehensive national policy framework aimed at fostering a peaceful, politically stable, and equitable society through sustainable development. Its core objectives include sustaining annual economic growth of 7%, reducing poverty by over 1% annually, and improving public services, education, healthcare, and gender equity. Rooted in principles of good governance, the strategy emphasizes growth, employment, equity, and efficiency, aligning with Cambodia’s commitment to liberal multi-party democracy, human rights, and national solidarity. It serves as the socio-economic agenda for the fourth legislature.
To achieve these goals, the strategy outlines key tasks across four strategic rectangles: enhancing agriculture through productivity and land reform; rehabilitating infrastructure including transport, energy, and ICT; fostering private sector development and employment; and building human resources via education, health, and gender policies. It also prioritizes anti-corruption measures, legal and judicial reforms, decentralization, and integration into regional and global economies.
The government emphasizes sustainable economic growth by fostering diversification and strengthening competitiveness across ten priority sectors: agriculture, water and irrigation, transport infrastructure, electricity, human resource development, labor-intensive and food processing industries, tourism, natural resource exploitation, ICT, and trade. This includes promoting intensive farming, expanding irrigation, improving rural credit, and supporting agro-industries.
