Abstract
This Law aims to regulate the power sector in the Kingdom of Cambodia.
The Law aims to: establish principles for operation of the electric power industry and for the activities of licencees in the provision of electric power services; regulate the supply of electric power services; establish principles for the protection of consumers’ rights; establish conditions for the investments in the electric power industry; etc.
The Ministry of Industry, Mines and Energy shall be responsible for setting and administrating the government policies, strategies and planning in the power sector.
The Law provides for the establishment of the Electricity Authority of Cambodia (EAC) to regulate electricity services. The Authority shall be responsible for: issuing licences for the generation, supply and sale of electricity; approving tariff rates and charges, and terms and conditions of electric power services of licencees; implement guidance procedures and standards for investment programmes by licencees; prescribe fees applicable to licencees; etc.
The Law further provides for penalties, sanctions and fines.
