Royal Decree on the Organization and Functioning of the National Committee for Early Childhood Care Development.

This Royal Decree is enacted for the establishment of of the National Committee for Early Childhood Care and Development.
The Royal Decree stipulates the organization and functioning of the National Committee for Early Childhood Care and Development (NC-ECCD) as a mechanism for implementing the Law on Education and the National Policy on Early Childhood Care and Development.
NC-ECCD's roles and responsibilities include: Urge relevant ministries, agencies and development partners to effectively carry out roles and tasks as elaborated in the National Policy on Early Childhood Care and Development; Urge and provide coordination to all relevant ministries and agencies to set up sectoral Early Childhood Technical Coordination Committees to ensure the implementation of the National Policy on Early Childhood Care and Development; Promote and coordinate the implementation of the National Policy on Early Childhood Care and Development at sub-national level; Cooperate with Consultative Committee on Women and Children at capital, provincial and municipal, district and khan levels and Commune/Sangkat Committee for Women and Children; Approve and disseminate the National Policy and National Action Plan on Early Childhood Care and Development to relevant ministries, agencies, national and international organizations as well as development partners at national and sub-national levels; Develop legal framework for implementing Early Childhood Care and Development Program; etc.
