Abstract
This Law aims at covering all the activities related to the standardization, quality assurance and related activities within the whole territory of the Kingdom of Cambodia in order to improve the quality of products and services, to raise and rationalize production efficiency, to ensure fair and simplified trade, to rationalize product use, and to enhance consumer protection and public welfare.
The Law consists of 11 Chapters divided into 69 articles: General provisions (1); the Institute of Standards of Cambodia (2); the National Standards Council (3); Cambodian standards (4); Cambodian standard marks (5); Product licence (6); Systems certification (7); Accreditation and registration (8); Other provisions (9); Penal provisions (10); and Final provisions (11).
The Law provides for the establishment of the Institute of Standards of Cambodia, and defines its internal organization and duties. Duties of the Institute shall include: develop national standards for products, commodities, etc. and promote general adoption of such standards; certify the conformity to a safety standard for products, commodities, substances, etc. for local consumption or export; to certify the conformity to the management system standards for products and services; and to suspend, withdraw or cancel licences of product standards mark or certificate of conformity or certificate of registration.
A ministerial technical regulation shall determine mandatory standards to which products or systems shall conform to in order to prevent harmful effects which may affect the public or industry or national economy.
