Abstract
This Strategic Development Plan for Cambodia Agro-industries 2019-2030 is a sectoral policy document at the national level. The Strategic Plan sets up the vision as: Cambodia will have a modern agro-industrial sector that shall be competitive, inclusive, resilient, and sustainable by 2030. This vision will be realized in three stages: (i) improvement and modernization stage from 2019 to 2022; (ii) diversification and transformation stage from 2023 to 2026; and (iii) reinvention and innovation stage from 2027 to 2030.
The important goal of the Strategic Plan is to increase share of export of processed agricultural products (including new processed agricultural products) to 15% in total export volume by 2030. Over the medium term, i.e. by 2025, the goal is to achieve such an increase in share to 12%. The Strategic Plan’s strategic objectives are: 1. To promote processing of market-demanded, safe and quality agricultural products; and 2. To create quality and inclusive rural employment in Cambodia. To achieve the goal and the objevtives, Strategic Actions are proposed in the policy document. The Strategic Actions include: For stage I, Food quality and safety standards management capacity building and development project; Food safety and quality standards analysis and control skills development project; Legal and policy framework development and organizational strengthening project; Laboratory development project; Agroindustry database development and management project; Contract farming knowledge transfer project; AI applied research project; AI technology dProduct improvement and quality assurance project; evelopment and transfer project; New product development project; etc.; For satge II, GMP, GHP and HACCP skills and food quality and safety standards strengthening project; Strengthening skills in food safety and quality standards, and food quality analysis and control project; Laboratory operation strengthening project; Agroindustry database management strengthening project; Agro-industry technology commercialization project; International market consolidation and expansion project; etc.; For stage III, Innovative skills and talent development in food quality analysis and control project; Innovative legal and policy framework development project; Agroindustry database management strengthening project; AI innovative process and technology development and transfer project; etc.
