Abstract
This Strategic Planning Framework for Livestock Development: 2016–2025 is a sectoral policy document at the national level. It outlines Cambodia’s roadmap to enhance its livestock sector, aiming to improve food security, reduce poverty, and boost economic growth. It identifies key challenges such as disease outbreaks, limited access to quality breeding stock, poor infrastructure, low market access for smallholders, and proposes strengthening animal production, health services, veterinary regulation, and research while addressing cross-cutting issues like gender, climate change, and migration.
The Strategic Planning Framework sets eight core objectives, including: enhance animal production and breeding practices; improve animal health, veterinary public health, and animal welfare; strengthen legal frameworks and enforcement; promote research and development in animal health and production; build institutional and human resource capacity; foster public-private partnerships; expand extension services and marketing development; and boost national and international cooperation to support a sustainable, competitive, and inclusive livestock sector. Implementation relies on coordinated roles among national and local institutions with a strong emphasis on capacity building and regulation. Risks like disease outbreaks and climate change impacts are acknowledged, and mitigation strategies are proposed.
