Abstract
This Sub-Decree defines rules for granting rights to plant trees within state forest lands in order to increase productivity and services of forests, ensure maintenance of forest cover and to secure timber supplies for general use demands.
The Sub-Decree specifies institutions and Authorities responsible for the management of tree plantations within state forest lands.
The Sub-Decree provides for: conditions and legislative procedures for application and approcal of user rights for tree planting within state forest lands; agreements for granting user rights to plant trees; rights and obligations of users of state forest land; development of Forest Plantation Management Plans and submission to the Forestry Administration for approval; etc.
