Abstract
This Sub-decree aims to classify poisonous substances, such as: drugs, substances or compounds of substances or plants that can be harmful to health or lead to addiction in humans or animals. Poisonous substances are classified into four types: Poisonous substances in list 1 of Annex 1; Poisonous substances in list 2 of Annex 2; Drugs in Annex 3; Substances that have effects on the nervous system or psychotropics in Annex 4. Poisonous substances in list 1 of Annex 1 refer to medicines or substances that are extremely harmful to the health of humans and animals. Poisonous substances in list 2 of Annex 2 refer to medicines or substances that are moderately harmful to the health of humans and animals. Drugs in Annex 3 refer to medicines or substances or plants that lead to physical or psychological addiction in users. Drugs are classified into three tables: 1. Drugs of Table 1 refer to any medicines or plants or substances that can be extremely harmful and do not have medical benefits; 2. Drugs in Table 2 refer to any medicines or plants or substances that can be extremely harmful but have medical benefits; 3. Drugs in Table 3 refer to addictive medicines mixed or produced with non-addictive substances that can be moderately harmful but have medical benefits. Psychotropics in Annex 4 refer to any medicines or substances or plants that can lead to psychological addiction in users and result in changes to the activity of nervous systems in users. Psychotropics are classified into three tables: 1. Psychotropics in Table 1 refer to any medicines or substances or plants that can be extremely harmful and do not have medical benefits; 2. Psychotropics in Table 2 refer to any medicines or substances or plants that can be extremely harmful but have medical benefits; 3. Psychotropics in Table 3 refer to any medicines or substances or plants that can be moderately harmful and have medical benefits.
