Abstract
The implementation of this Policy on Urban Solid Waste Management 2020-2030 is part of the implementation of Cambodia’s Rectangular Strategy Phase IV, specifically the dimension focused on environmental sustainability and climate change preparedness. The policy aims to modernize solid waste management systems to support sustainable, inclusive development in urban areas. It sets out to reduce environmental and health risks, enhance the quality of life, and contribute to Cambodia’s climate change mitigation efforts. Strategic objectives include minimizing waste generation, improving collection and transport efficiency, increasing recycling and composting rates, and promoting investment in environmentally sound technologies.
To achieve these goals, the policy outlines a multi-pronged strategy involving legal reforms, institutional capacity-building, public-private partnerships, and community participation to strengthen the management of various types of waste, including solid, liquid, gas, and hazardous wastes through the implementation of 4Rs: Refuse, Reduce, Reuse, and Recycle. It emphasizes decentralizing responsibilities to sub-national authorities while ensuring coordination with national ministries. Furthermore, it takes into account economic efficiency, financial resource capacity, environmental sustainability, and social acceptance in initiating and implementing a new advanced waste management system. The policy establishes a roadmap for implementation, monitoring, and evaluation to ensure progress toward long-term waste reduction and environmental protection targets.
