Abstract
This Phnom Penh Waste Management Strategy and Action Plan 2018–2035 is developed to address the growing waste management challenges in Cambodia’s capital due to rapid urbanization, population growth, and changing consumption patterns. Its primary objective is to establish a sustainable, inclusive, and environmentally sound waste management system aligned with national policies, the Sustainable Development Goals (SDGs), and climate change strategies. The policy document outlines a long-term vision for Phnom Penh to become a clean, green, and resource-efficient city.
Five strategic action areas are set up: (1) improving waste discharge and collection systems, (2) promoting recycling and the use of recycled products, (3) enhancing environmentally sound waste disposal, (4) managing special waste streams such as medical, industrial, and e-waste, and (5) engaging stakeholders and promoting public participation. The policy document emphasizes data-driven decision-making, financial sustainability, and institutional capacity building. It also sets quantitative targets for waste reduction, recycling rates, and service coverage, and introduces mechanisms like public-private partnerships, environmental education, and regulatory reforms to ensure effective implementation and long-term impact.
