Abstract
The Ordinance consists of 66 sections divided into 9 Parts: Preliminary (I); Registration (II); Duties and privileges of societies (III); Rights and liabilities of members (IV); Property and funds of registered societies (V); Audits, inspection and inquiry (VI); Dissolution (VII); Surcharge and attachment (VIII); Disputes (IX); Rules (X); Miscellaneous (XI).
A Registrar of Cooperative Societies shall be appointed by the Minister under section 3. Sections 4 and 5 prescribe which societies may be registered. Section 23 concerns the qualification for membership of a cooperative society. The Registrar may at his or her own initiative - and shall on the application of - a majority of the governing body of a registered society, or of not less than one-third of the members of a registered society, hold an inquiry or direct some person authorised by him by order in writing in this behalf to hold an inquiry into the constitution, working, and financial condition of a registered society (sect. 38). Disputes among members, between members and societies, and between registered societies shall be referred to the Registrar for decision (sect. 60). The Registrar may decide autonomously or appoint an arbitrator or arbitrators (sect. 61).
