Abstract
"Subject to the Constitution and the provisions of this Act the Treaty shall have the force of law in Kiribati" (sect. 3, comma 1). In the case of inconsistency between provisions of the Treaty or Act, the provisions of the Treaty shall prevail (sect. 3, comma 2). The Minister may, by Order, make such provisions not inconsistent with the Constitution, Act or Treaty as may be considered necessary for the implementation of Treaty (sect. 5). Offences shall not include imprisonment or corporal punishment (sect. 6, comma 2). Offenders shall be released from pre-trail custody on bond or other reasonable security (sect. 6, comma 3).
