Abstract
Kiribati 20 Year Vision is the long-term national development plan with a multi-sectoral approach. The timeframe of this policy is 20 years between 2016 and 2036. The overall goal of the Vision is to enable transformative development through maximizing revenue and output from natural, human and cultural capital in order to improve the quality of life of Kiribatians.
Food production will be intensified to ensure food security and maximize its contribution to economic growth.
Soil quality will be improved for increased agricultural production in the fields of crop cultivation and livestock. Moreover, strategies will be developed to promote and sustain knowledge, information and good practices for sustainable management of natural resources.
Access to employment opportunities will be facilitated, with a special emphasis on the fisheries sector. In order to support local fishermen, commercialization of fishing activities will be supported. The participation of the community in the fisheries sector will be encouraged through efficient and reliable transportation of Kiribati fish to existing and potential markets.
The Government shall develop strategies to maximize returns from sustainable fisheries and marine resources, strengthen the national quality infrastructure, improve the development of aquaculture, and seabed mining. Market access opportunities for processing and exporting of fresh and frozen fish will be improved through the implementation of the Trade Policy Framework. Sustainable tourism will be developed to optimize its contribution to GDP. The private sector will be supported and the infrastructure will be developed to improve economic growth and poverty reduction. Governmental support will be provided for the provision of improved water and sanitation services in order to extend access to potable water to all households by 2036 and to increase access to suitable sanitation facilities to all households by 2036. Moreover, land use planning will be improved to expand lands allocated for commercial investments. Legal and policy framework will be developed for the sustainable management and protection of marine and natural resources. Capacity building activities will be strengthened to have highly educated and skilled population by promoting education oriented communities, increasing access to vocational trainings, and supporting families in the field of education. In addition to that, health services will be improved for all Kiribatians. Furthermore, the Government will take measures for the preservation of cultural and historical heritage, as well as, traditional knowledge.
The resilience to climate change will be increased, with a special emphasis on climate-sensitive sectors such as rain-fed agriculture, tourism, and fisheries. Disaster risk management will be strengthened to prevent significant and direct additional threats to sectors and resources central to human and national development and the provision of basic human needs. Climate change adaptation and mitigation will be mainstreamed through development and effective implementation of strategies to ensure sustainable development.
