Abstract
This Ordinance, consisting of 71 sections and divided into ten Parts, provides for the reconnaissance, exploration, drilling, production and use of geothermal resources. The Ordinance defines the following terms: bore; application fee; commercial operations; customs duty; fees; geothermal by-products; geothermal energy; geothermal resources area; geothermal resources development promotion commission; geothermal resources permit; land, including land covered with water; pollution, as any damage to ground or surface waters, soil or air resulting from the unauthorised disposal of any substances from any activity covered by this Ordinance; royalties; Special Concessions; well. The Ordinance concerns: powers and responsibility of the Minister; duties of geothermal resources development promotion commission, including identification of all potential sources of investment in geothermal resources; appointment and constitution of the geothermal resources advisory committee; specification of its functions; declaration of a geothermal resources area and potential uses of the related land; issuance of permits, authorisation and concessions; rights of permittees and licensees; concessions for electricity generation and transmission; special concession for landing submarine cables.
Further Parts of the Ordinance concern: appointment of inspectors: quality and safety standards for drilling bores and wells; pollution mitigation and specific measures for environmental protection; assessment of application and annual fees and royalties; importation of goods required for geothermal resources management; resale of imported goods; offences and sanctions; rights to use water for geothermal purposes; land acquisition.
