Abstract
The St. Kitts and Nevis National Environmental Action Plan 1994 is a multi-sectoral policy that analyses the environmental issues affecting St. Kitts and Nevis in a comprehensive, multi-sectoral framework and sets forth a long-term strategy for maintaining the country’s natural environment, the health and safety of its population, and its cultural heritage as economic development occurs.
The sustainable development policies included in this plan are focused on promoting those sectors and sub-sectors which will promote social and economic development, reduce poverty and generate increased levels of income and employment and earn foreign exchange while paying attention to the protection of environment.
Accordingly, NEAP’s efforts towards sustainable development will be focused around these issues: 1)development of its human resources through education and training programmes including the primary, secondary, and tertiary level educational facilities and curriculum; 2)Legal instruments and institutions focused on implementing existing legislation, strengthening the National Conservation Commission, and revising public health act to establish water quality criteria, controls for industrial effluent, and waste management controls; 3) Solid waste management focused on rehabilitation and proper management of Conaree and Lowground disposal sites; 4) coastal and marine pollution, including the preparation of integrated coastal zones management plans; 5) beach erosion, enforcing prohibition on illegal beach sand mining; 6) biodiversity and wildlife habitat focusing on enacting fisheries regulations, preparation of management plans for protected areas, and implementing long-term marine biological monitoring; 7) Forestry; 8) Land use focused on land use planning by establishing zoning regulations and a land tenure policy for farmers, which will also make agriculture systems more inclusive; 9) national parks and cultural heritage focused on preparing protected areas system plans; 10) natural and environmental hazards including the preparation of Disaster Preparedness Plan and strengthening the institutional capacity of the Disaster Management Office in an effort to increase the resilience of livelihoods to disasters; 11) public awareness promoting public consciousness and awareness of sustainable development strategies through liaising with NGOs to develop additional public outreach.
Regarding governance, the strategy foresees intervention-specific monitoring and evaluation approaches and indicators.
