Abstract
The Updated Nationally Determined Contribution 2021 is a national policy with a cross-sectoral approach. This revised and strengthened NDC pledges a significantly more ambitious mitigation target of reducing economy-wide carbon dioxide emissions by 61% by 2030, compared to the base year 2010, conditional upon adequate access to resources including climate finance as well as capacity building support. This will be achieved by switching to 100% renewable energy in electricity generation and increasing the share of electric vehicles in the vehicle fleet to at least 2%. Additionally, St. Kitts and Nevis seeks financial and capacity building support to develop the necessary charging infrastructure and training programs to enable swift decarbonization of the transport sector.
This policy lays down mitigation and adaptation measures for improving the resilience and capacities to adapt to the long-term impacts of climate change and ensure the well-being and prosperity of its population and the health of its natural resources. In order to achieve this, climate change will be mainstreamed into the national development agenda, mitigation co-benefits will be realized where possible and external climate finance will be mobilized to support effective adaptation planning and implementation. The national readiness will be enabled by integrating adaptation into relevant national legislation, providing training and guidance on mainstreaming adaptation into sectoral governance and management and raising public awareness. Public health will be secured through increased safe water storage measures in households, development of program to address mental health issues in the aftermath of disasters, and implementation of heat response plan including urban greening measures.
The development of community-based organizations will be facilitated to improve adaptive capacity of communities. Previous successful community coping strategies will be identified and scaled up, and information access points will be developed for early warning systems in rural communities. The resilience of coastal and marine ecosystems will be increased by implementing seasonal and post-storm monitoring program and emergency response plan and mapping coastal assets to support adaptation planning. The methods to expand water supply and storage capacities will be identified and operational efficiencies will be improved. Climate smart aquaponics and aquaculture systems will be expanded. Alternative livelihoods will be developed in the agriculture sector. Drought resistance technologies and species will be introduced in animal husbandry and plant cultivation subsectors, and measures will be taken relating to at-risk crops. The marine tourism and eco-tourism sectors will be developed by conducting beach replenishment and installing coastal protection measures to prevent beach erosion. Furthermore, emergency response plans will be developed and implemented for hotels and resorts and business community.
Gender equity and social inclusion will be ensured by increasing the participation of diverse women and men in new labour markets, their insertion in non-traditional roles, and making their production processes more efficient and increasing their income generation capacity. Actions will be taken to ensure gender equity and equality, such as strengthening coordination with national gender stakeholders; increasing institutional capacities on gender mainstreaming; conducting sectoral gender analysis to inform the design and implementation of climate actions; and collecting and assessing sex-disaggregated data in its monitoring and evaluation systems. The development of children, youth, disabled and elderly persons will be achieved by encouraging their involvement in the decision-making process on climate change matters.
