Abstract
This Act provides for rules and regulations for the conservation and management of fisheries resources, and for the production and processing of fish products.
The State shall develop marine aquaculture and exert a lot of efforts to aquaculture in rivers, lakes and reservoirs in order to increase fisheries resources stocks.
The Act defines responsibilities of different relevant organs for the following: production and processing of fish products; making up of production and export plans of fishery products; allocation of fishing grounds; carrying out of scientific research on fisheries resources and investigation of fish stocks; distribution of the fry of marine animals and seedlings of seaweeds to aquaculture grounds; collection of data of marine production volume; preparation of plans for building fishing vessels; improvement of processing lines; monitoring and control on fisheries resources conservation; etc.
The Act further sets every April and July as months for the conservation of fisheries resources in order to conserve marine resources. In relation to fisheries resources conservation the central territorial environmental guidance organ shall arrange the following: fishery resources conservation areas; species of fishery resources to be conserved; conservation seasons of fishery resources by species; size of fishery resources to be caught or collected; prohibited fishing gear or methods.
The Act also specifies the relevant organs, enterprises and institutions responsible for the guidance and control over the management of fisheries.
