Abstract
The rules are divided into 4 Chapters: General Regulations (1); Protecting and Increasing of Fishery Resources (2); Order of Fish Catching and Management of Fishing Ground (3); Supervision and Control on the Protection and Increasing of Fishery Resources (4).
"Fishery Resources" means aquatic animals and plants such as fish, bivalve, enichoderm, crustacea, and aquatic animal seaweeds living in the sea, rivers and streams, reservoirs and lakes (rule 2 of Chapter 1). Protection and increase of fishery resources is supervised and controlled by the land management organ. This organ shall distribute certain waters to organs and enterprises concerned. Fishery resources shall be developed and utilized according to the state plan (rule 3 of Chapter 1). Fishing during the breeding and spawning season is prohibited (rule 3 of Chapter 2). Other provisions of Chapter 2 specify requirements with regard to the use of fishing gear. Provisions of Chapter 3 deal with permission to development and utilization of fishery resources. All citizens may fish with hook in inland waters without permission.
