Abstract
This Law provides for the management and conservation of forests and for the sustainable use of forest resources.
Forests shall be owned by the State and shall be divided into forests for special conservation, forests for general conservation, forests for timber production, forests of economic value and forests for firewood production.
The Law defines responsibilities of different organs for the following: the drawing out of plans for afforestation and the designation of a tree-planting month; establishment of a system of seed selection and production; examination of saplings and seeds to be used in forest planting; conservation of forests by using all necessary methods for preventing forest fires; establishment of a forest pest observation system; protection of forests from natural calamities and erosion; preservation of traditional forest ecological zones, and protection and increase of rare animal and plant resources; etc.
The Law further provides for rules for the rational utilization of forest resources. Permissions shall be granted by the Cabinet or relevant organs for the following activities: utilize forest land; tree felling; hunting of wild animals and birds; export or import of timber, wild animals and birds, and seeds and specimens of wild plants; etc.
The Cabinet shall undertake the unified guidance of the State over forest management.
