Law of the Democratic People’s Republic of Korea on Rivers.

This Law provides for the improvement, management and conservation of rivers to prevent flood damage, pollution of water and destruction of facilities in and on rivers.
The Law defines responsibilities of different organs for the following: formulating long-term plans for improving rivers; ensuring the quality of embankments, riverbed dredging and water-course straightening; establishing a system for maintaining and repairing river protection facilities; installating erosion-control facilities and creating watershed-protection forests; forecasting floods; designating river conservation districts to protect river shores, banks, water quality, etc.; prohibiting disposal of waste into rivers; etc.
The Law further provides for rules for the utilization of rivers and stipulates that the Cabinet or relevant organs shall grant permits to: use rivers for drinking, industrial or irrigation water; use land in river basins as cropland or for sideline farming; build dams, reservoirs, power stations, fish ponds, etc.; change water courses; use vessels in rivers; and fell trees along rivers.
The Law also specifies the relevant organs, enterprises and institutions responsible for the guidance and control over river management.
