Abstract
The National Agroforestry Strategy and Action Plan is a national policy with a cross-sectoral approach. The timeframe of this Policy is 10 years between 2015 and 2024. The overall purpose of this Policy is to improve food security and restore damaged and degraded forests for the present, while creating a reliable production basis for sustainable economic development through environmental protection, natural disaster mitigation and prevention, rational land use and plant resource creation.
Agroforestry will be adopted at the national and local level to maximize its contribution to food security, sustainable economic development and environmental protection. Agroforestry will be implemented on sloping agricultural lands and agroforestry models will be developed for an integrated food and energy system. Moreover, forest cover will be improved to create a sustainable and productive environment while maintaining food security.
The economic profitability and the effectiveness of agroforestry in environmental protection will be constantly improved to sustain economic, environmental and social benefits of agroforestry. As an eco-friendly practice, agroforestry will be adopted in non-forested and low productive forest lands to closely combine forestry and agriculture, and enable maximum use of land and soil, with the aim of achieving food security and creating a reliable base for the production of various raw materials while accelerating forest ecosystem restoration. To this end, forest lands will be cleared for farming and organic food production and a landscape eco-plan will be developed for sustainable regional development. Public agroforestry awareness and capacity will be raised to make agroforestry extension the work of everyone and the entire society. The scientific basis for agroforestry and rational land use methods will be strengthened in order to ensure sustainability of the production basis while meeting the demand for diversified products. Legal and institutional frameworks will be strengthened for the development of agroforestry and moreover the coordination and collaboration between relevant stakeholders will be improved.
Disaster risk management will be strengthened to mitigate the impacts of climate change and disaster on the environment, forests and land resources, as well as to reduce the intensifying occurrences of natural disasters. The resilience of forests will be increased to disasters by ensuring a healthy environment for agricultural production, reducing dependence on forests, and planting lots of trees in disaster-prone areas such as sloping arable lands and riparian lands.
The central non-standing Agroforestry Committee shall be responsible for the implementation of this Policy and the Ministry of Land and Environment Protection shall act as the secretariat of the central non-standing Agroforestry Committee in implementing the National Agroforestry Strategy and Action Plan.
