Abstract
The purpose of this Act is to systematically support the work of the Coast Guard in responding to and preventing water rescue and disaster accidents at sea by regulating matters necessary for the establishment and operation of a marine disaster rescue team.
The Act defines key terms such as sea surface, rescue, and accident in relation to maritime operations. According to the Act, the Commissioner of the Coast Guard has the authority to establish marine disaster rescue teams to assist in rescue operations and accident prevention. These teams shall be located in areas where Coast Guard offices are situated, including metropolitan cities, provinces, and local districts. The Act also stipulates the responsibilities and training of marine disaster rescue team members. Additionally, the Act mandates that the Coast Guard provides necessary management, support, and training for team members, which may be delegated to the Korea Maritime Rescue Association. Furthermore, the Act includes provisions for the issuance of certificates of experience for team members and outlines the conditions under which team members may be appointed or dismissed. It emphasizes the importance of proper conduct and adherence to duties, with specific penalties for violations.
