Abstract
The purpose of this Act is to respond to climate change by managing and improving the role of forests as carbon sinks pursuant to Article 55 of the Framework Act on Low Carbon, Green Growth and to contribute to the realization of a low carbon society. The Minister of the Korea Forest Service shall sustainably manage forests in order to manage and improve the role of forests as carbon sinks; it shall take into consideration principles that conform to the United Nations Framework Convention on Climate Change (UNFCCC) and other relevant international norms to manage and improve the role of forests as carbon sinks, as well as making the best use of market functions, taking into consideration the linkage of domestic and international carbon markets. The Minister and the head of each local government shall encourage public institutions, private organizations, enterprises, and business entities to autonomously and proactively engage in various activities that reduce greenhouse gas emissions by managing and improving carbon sinks and shall support the necessary measures. Each business entity shall endeavor to manage and improve carbon sinks to the utmost limit.
