Abstract
The purpose of this Act is to contribute to the sustainable development of the livestockindustry in harmony with the environment and to the improvement of national health by converting livestock excreta into resources or disposing thereof properly, thereby preventing environmental pollution.
The Act specifies that individuals or entities intending to install or operate livestock manure discharge facilities of a certain scale must obtain approval from local authorities in accordance with presidential decrees. Changes to important aspects of approved facilities require additional approval, while other modifications necessitate reporting. Local authorities are responsible for reviewing reports and ensuring compliance with the law. Business operators of the livestock manure discharge or treatment facilities must adhere to management standards set by the Ministry of Environment. If facilities are deemed non-compliant, authorities can issue directives for improvement within specified timelines. The Act sets restrictions on the raising of livestock in specific areas in order to preserve living environment of residents or the quality of potable water sources. It also mandates technical and financial support from national and local governments to facilitate compliance with the law. Additionally, the Act provides for the establishment and operation of an electronic system for managing livestock manure and liquid fertilizer. The system aims to streamline regulatory processes, record-keeping, and data management related to livestock manure transactions and disposal. The Minister of Environment is tasked with overseeing the system's implementation and ensuring the preservation of electronic records for a minimum of three years.
