Abstract
This Act aims to promote the application of biotechnology to agricultural bioresources and increase the added value of agriculture, develop the green bio industry, and realize sustainable agriculture.
The Act covers the aspects such as the development and utilization of green bio products, promoting the development and dissemination of green bio-related technologies, and activating green bio venture and startup initiatives. The Act defines “bioindustry” as an industry that creates added value in agriculture and agriculture-related industries by utilizing green bio, and that develops, produces, sells, or distributes goods or services related to seeds, microorganisms, insects, and natural products (Art. 2). To foster the green bio industry, the Minister of Agriculture, Food and Rural Affairs (MAFRA) is to establish and implement a basic plan for the development of the green bio industry every five years(Art. 5). MAFRA will designate an agency dedicated to developing the green bio industry and grant all or part of the expenses for the development(Art. 8). To promote the purchase of green bio products, the minister of agriculture, food and rural affairs or the head of a local government can request the heads of public institutions to take necessary measures, such as preferential purchase of green bio products(Art. 14). The Act further focuses on promoting the use of green bio industry data, nurturing specialized personnel in the field, the conduct of surveys to assess the current status of the industry, and the requirement for green bio enterprises to report important changes to MAFRA, etc.
