Abstract
The purpose of this Act is to improve the water quality of the Geum River basin and to stably supply clean tap water to residents by efficiently promoting improvements in the quality of water sources in the upper region of the Geum River basin and programs, etc. for supporting residents in that region, and by properly managing and controlling water resources and sources of pollution in the Geum River, Mangyeong River, and Dongjin River basins.
The Minister of Environment shall designate riparian zones in order to preserve the water quality of the Geum River basin. The Act provides for the establishment and implementation of basic plans for the management of riparian zones, activities restricted within riparian zones, the designation of water-sources protection areas, etc.
The Act provides for the establishment and implementation of a basic policy and plan for the total pollution load control in order to achieve and maintain the target water quality.
The Act further provides for: control over wastewater discharge facilities; implementation of programmes for supporting residents; implementation of plans for improving water quality; establishment of special accounts for the improvement of water quality; establishment of the Committee for the Management of the Geum River Basin; penalties; etc.
