Abstract
The purpose of this Act is to secure the stability of agricultural and fishery production, enhance the competitiveness of agricultural and fishery management entities, and promote employment by supporting the smooth supply and demand of agricultural and fishery workers and improvement of working environments, thereby contributing to the balanced development of the national economy and society.
The Act emphasizes the need for a structured approach to support and manage agricultural and fishery employment, focusing on long-term planning and effective resource allocation. Key provisions include the establishment of a basic support plan for agricultural employment, which must be developed every five years by the Ministers of Agriculture, Food and Rural Affairs, and Oceans and Fisheries. This plan should encompass goals, training programs, supply and demand management, public awareness campaigns, and improvements in working conditions and welfare for agricultural workers. The Act also addresses the integration of information systems to efficiently manage data related to agricultural and fishery employment, ensuring that relevant agencies collaborate and share necessary information. Additionally, it highlights the importance of protecting the rights of agricultural and fishery workers and creating a supportive environment to prevent human rights violations. Furthermore, the Act encourages the recruitment of foreign agricultural and fishery workers, considering the unique demands of the agricultural and fishery sectors, such as seasonal labor needs and demographic changes. It mandates that the government facilitates the stable employment of foreign workers while adhering to existing immigration laws.
