Abstract
The purpose of this Act is to enable all people to live in a healthy and comfortable environment, by preventing air pollution which causes harm to people and the environment, and by managing and conserving the atmospheric environment in a proper and sustainable manner.
The Minister of Environment shall install network measuring devices, and measure at all times the degree of air pollution in Korea. The Minister of Environment or the Mayor/Do governor may expropriate or use land, building, etc. for installing the measuring networks according to the measuring network installation plan notified publicly under article 4. If the degree of air pollution exceeds the environmental standards for atmosphere as prescribed in the Framework Act on Environmental Policy, an air pollution alert shall be issued. The Minister of Environment shall establish and implement a comprehensive plan for the improvement of the atmospheric environment every ten years which shall aim to reduce air pollutants and greenhouse gases.
Chapter II prescribes measures to reduce air pollution caused by stationary air pollutant emission facilities. Chapter III concerns emission of pollutants caused by dust, fuels, volatile organic compounds, etc. whereas Chapter IV provides for the regulation of exhaust gasses produced by automobiles, ships, etc. The remaining part of the Act contains penal provisions and provisions of miscellaneous nature.
