Abstract
This Act aims to contribute to the realization of the value of animal welfare that seeks respect for life and harmonious coexistence between humans and animals by regulating the matters necessary to end the consumption of dogs for human consumption.
The State and local governments shall establish necessary policies to end the consumption of dogs for human consumption and provide the necessary administrative and financial support (art.3). According to article 5, no person shall breed, or slaughter dogs for consumption, and no person shall distribute or sell dogs (including carcasses or meat) for consumption or food prepared or processed using dogs as raw materials. In order to end the consumption of dogs for consumption, the Minister of Agriculture, Food and Rural Affairs shall establish a basic plan for ending dog consumption (art.6). A committee, chaired by the Vice Minister of Agriculture, Food and Rural Affairs, will oversee the implementation of this law.
The Act further make provisions, inter alia, for: ban on the establishment and operation of new dog breeding farms and facilities for slaughtering or processing dogs for food, monitoring compliance with the implementation plans at least once every six months, assistance for closing down operations or transitioning to other businesses, penalties for violations.
