Enforcement Decree (Presidential Decree No. 32557) of the Framework Act on Carbon Neutrality and Green Growth to Respond to Climate Crisis.

The purpose of this Enforcement Decree is to stipulate the matters entrusted by the Framework Act on Carbon Neutrality and Green Growth to Respond to Climate Crisis and the matters necessary for its implementation.
The Enforcement Decree provides for issues such as the carbon neutral vision to be achieved by 2050, medium- to long-term greenhouse gas reduction targets and their implementation systems, measures to address the climate crisis, and the financing and implementation infrastructure to promote carbon neutral policies.
The mid- to long-term greenhouse gas reduction target is set to be a 40% reduction in greenhouse gas emissions by 2030 compared to 2018 levels. The government will formulate National Master Plan for Carbon Neutral covering the period of 20 years. Local governments shall make a 10-year master plan based on the National Master Plan. The 2050 Carbon Neutral Green Growth Committee will be established to annually review the achievement of greenhouse gas reduction targets and make the results available to the public. In addition, the Greenhouse Gas Reduction Cognitive Budget System and the Climate Change Impact Assessment System will be introduced.
