Enforcement Decree of the Toxic Chemicals Control Act.

The purpose of this Decree is to prescribe matters necessary for the enforcement of the Toxic Chemicals Control Act.
Article 2 specifies the criteria for the designation of poisonous substances and substances for observation, and formulates basic plans for the control of toxic chemicals (art. 2). The Toxic Chemicals Countermeasure Committee shall be established and shall consist of not more than 30 members including one chairman and one vice chairman (art. 3). Chemicals which may be exempt from examination of harmfulness are specified in article 4. A chemicals certificate shall be necessary to import chemicals (art. 5). A Chemicals Examination Group shall be established, and its duties are described in article 9. Articles 11-13 and 18 deal with the following exemptions: from import declaration on poisonous substances; from registration for poisonous substance businesses; from licences for special poisonous substance businesses; from submission of safety control rules. The remaining articles deal with fines, delegation and entrustment of authorities, and with provisions of miscellaneous nature.
