Abstract
The purpose of this Act is to promote the development of environmental technology and protect the health and environment of the people by establishing a system that integrates the management of emission facilities, so as to effectively reduce pollutants generated at workplaces and to apply the optimal environmental management techniques according to the conditions of each workplace.
Businesses in high-pollution industries must obtain permits from the Ministry of Environment (MOE). This shall be applicable to facilities emitting ≥20 tons/year of specified air pollutants or ≥700 m³/day of wastewater. MOE sets emission limits (below maximum allowable levels) and operational requirements. The permit application requires submitting an integrated environmental management plan, including installation plans, impact analyses, and accident prevention measures. MOE reviews compliance with emission standards and safety criteria.
MOE must publicly share permit details, consultation outcomes, and annual reports, except for national security or trade secrets. A Technical Committees shall be established to review Best Available Techniques (BAT) and support compliance.
