Abstract
This Act provides for the establishment of a disaster and safety control system of the State and local governments, and to prescribe matters necessary for the prevention of, preparation and countermeasures against, and recovery from disaster in order to preserve national land against various disasters and to protect physical safety and property.
The Act provides for the establishment of the Central Safety Control Committee to deliberate on, exercise control of, and coordinate important policies on safety control. A Central Disaster and Safety Countermeasures Headquarter shall also be established.
The Act provides for the development and implementation of basic plans for national safety control.
The Act further provides for: the designation and management of national infrastructures; disaster preventive measures; emergency safety inspections and measures for disaster prevention; declaration of disaster situations; issuance of predictions or alerts of disasters; development of master plans for creating disaster prediction and alert systems; establishment of danger zones; establishment of central and local emergency rescue control groups; restoration of disasters; expenses for emergency support and compensation; penalties; etc.
