Abstract
This Act provides for the stabilization of the national economy by means of ensuring a smooth circulation of the supply and demand of grain i.e. rice, barley, wheat, oats, rye, etc., and maintaining proper prices through efficient management. The The Minister of Agriculture, Food and Rural Affairs shall establish the annual plan for the supply and demand of the grain under government management. The Minister of Agriculture, Food and Rural Affairs may purchase grain from, or make advance payments to producers or owners as prescribed by the Presidential Decree, so as to control the supply and demand and to maintain proper prices (arts. 4 and 5). Article 9 specifies the uses for which the Minister of Agriculture, Food and Rural Affairs may sell the grain under government management. Permission of importation of rice, etc. and grain shall be obtained by the Minister of Agriculture, Food and Rural Affairs (art. 12) who shall also manage these products as described in article 13. A person who engages in grain processing business prescribed by Presidential Decree shall file a report to the head of Si/Gun/Gu. In order to control the supply and demand of grain and establish the distributive order of grain, the Minister may order grain dealers to take measures listed in article 20. The remaining part of the Act contains supplementary and penal provisions.
