Abstract
The purpose of this Act is to contribute to the development of the national economy by facilitating the construction of ports and harbours and ensuring the efficiency in management and operation thereof by means of stipulating matters concerning the designation, development, management and use of ports and harbours.
A Central Harbour Policy Council shall be established under the control of the Minister of Land, Transport and Maritime Affairs in order to consider matters outlined in article 4. In order to promote the development of harbours and promote the efficiency of the operation thereof, the Minister of Land, Transport and Maritime Affairs shall establish and enforce basic harbour plans. International trade ports and coastal ports shall be managed by the Minister of Land, Transport and Maritime Affairs.
The Act further provides for: the establishment of master plans for the development of harbour hinterland complexes; designation of harbour hinterland complexes; the establishment of basic plans for the redevelopment of harbours for the effective development and sustainable use of harbours that become obsolete; expenses for and revenue from harbours; penalties; etc.
