Abstract
This Hydrogen Economy Roadmap is a policy document at the national level that set out its targets to 2040. The main goal of this Roadmap is to create an ecosystem of hydrogen industry including energy production, storage, transportation, safety and harnessing its use (i.e. mobility). By doing so, it is expected that hydrogen economy will be the next growth engine to create 43 trillion Won in economic value and 420,000 jobs by 2040.
According to the Roadmap, "hydrogen economy" refers to an economy where hydrogen is an important environmentally-friendly energy source, brings out radical changes to the national economy and society as a whole, and is a driving force behind economic growth. As hydrogen is not only a driver of innovative growth but also a means of using energy in a more eco-friendly way, a hydrogen economy refers to the pursuit of a society that realizes the unlimited potential of hydrogen. In addition, if hydrogen is utilized as energy, this will contribute to reducing greenhouse gases (GHGs) and fine dust, accelerating the country into creating a clean and safe society.
The Roadmap aims to increase the number of fuel cell cars to 79,000 by 2022 and to 5.9m units by 2040, and will support this growth with 310 HRS installed by 2022 and 1,200 HRS by 2040. It also aims to increase massively the installed capacity of utility-scale and residential fuel cells by 2040 to 15GW and 2.1GW respectively. In terms of establishment of a hydrogen industry ecosystem and safety management system, the Roadmap proposes: 1. Enactment of hydrogen specific safety and management legislation; 2. Revise and amend regulations on safety standards for HRS parts and systems in accordance with international standards; 3. Establish and operate a safety evaluation centre 4. Enactment of a hydrogen economy legislation setting up the legal foundations for the promotion of the hydrogen economy including the establishment of basic plans for implementing the hydrogen economy, support for specialist companies and improvement of regulations. The Roadmap also identifies the National Core Technology Development Plan with respect to hydrogen production. One of the key goals of the National Core Technology Development Plan is to ensure the country becomes globally competitive in small-scale SMR and electrolysis technologies.
