Abstract
The purpose of this Act is to actively cope with the United Nations Framework Convention on Climate Change and to contribute to energy conservation and enhancement of the convenience in the life of the people by expanding the integrated energy supply, operating the integrated energy supply reasonably, and prescribing the matters concerning the construction, operation and safety of integrated energy facilities.
The Act consists of VIII Chapters divided into 61 articles: General provisions (I); Integrated energy supply (II); Business licence (III); Supply regulations (IV); Construction and operation of facilities (V); Korea District Heating Corporation (VI); Supplementary provisions (VII); Penal provisions (VIII).
The Minister of Knowledge Economy shall draw up and publish a master plan for the integrated energy supply every five years which shall include a medium- and long-term plan concerning the integrated energy supply, objectives of energy saving and decrease in air pollutants discharge quantity due to the integrated energy supply, etc. (art. 3). The Minister of Knowledge Economy shall designate and announce publicly a district subject to the integrated energy supply. Any person who desires to establish newly, re-establish, or extend heat production facilities shall obtain a permission from the Minister of Knowledge Economy for each supply district. A business licence shall also be obtained to conduct business in any supplied district. A project manager shall provide for supply terms and conditions on charges and other supply conditions and report them to the Minister of Knowledge Economy. The Minister of Knowledge Economy shall determine and announce publicly the technical standards necessary for the construction and operation of integrated energy facilities. Facilities may be used only after they have been inspected for each process of the work by the Minister of Knowledge Economy. The Korea District Heating Corporation shall be established to efficiently supply integrated energy for residential and commercial districts, etc.
