Abstract
The value of biodiversity has become newly illuminated as the ultimate resource and solution for the necessities of human livings such as foods, energies, shelters, medicines, clothes, etc. The 3rd National Biodiversity Strategy adopts the principles of the conservation and the sustainable use of biodiversity to achieve the vision of ‘creative economy’.The present National Biodiversity Strategy proposes 6 priorities for action and 18 goals for 2014-2018,of which action plans are suggested for the full implementation.
Priority 1 is informed by Mainstreaming biodiversity and consists of the following chapters: 1) Strengthening the foundation to execute biodiversity policies; 2) Raising public awareness and participation; 3) Expanding the budget.
Priority 2 deals with Strengthening biodiversity conservation and addresses the following aspects: 4) Protection and management of wildlife; 5) Protecting species of major importance; 6) Expansion and efficient management of protected areas; 7) Conservation of genetic diversity.
Priority 3 concerns Reducing threatening elements of biodiversity and lists the following strategies: 8) Safeguard for alien species and Living Modified Organism (LMOs); 9) Establishing conservation system of biodiversity in respond to climate change; 10) Biodiversity evaluation and restoring efforts.
Priority 4 gives emphasis to Sustainable use of ecosystem service and considers: 11) Biodiversity for agriculture, fishery and forest; 12) Traditional knowledge on biological resources; 13) Optimizing ecosystem services.
Priority 5 highlights Research and management mechanism of biodiversity and specifies the following: 14) Evaluating and monitoring biodiversity; 15) Capacity building in biodiversity management; 16) Mechanism for the access and benefit sharing of genetic resources.
Priority 6 provides for International collaboration on biological diversity and contains: 17) Cooperation between South and North Korea; 18) Enhancing international collaboration for biological diversity.
