Abstract
This Act aims to strengthen the competitiveness of the seaweed industry, promote globalization, and increase added value by establishing matters necessary for the development and support of the seaweed industry, including improving the quality of seaweed and the cultivation, processing, and export of seaweed and seaweed products, thereby contributing to the increase in income of fishermen and the development of the national economy.
The Act defines key terms—such as seaweed, seaweed industry, processed products, and industry workers—and mandates the Ministry of Oceans and Fisheries to prepare five-year master plans covering production, technology, research, education, and international cooperation. It supports management stability, technology R&D, training, and quality certification for producers. The Act authorizes the designation of Seaweed Industry Promotion Zones to boost regional development, and encourages producer organizations to form cooperatives and self-help funds for price stabilization and marketing. It also provides for government financial support, performance assessments, and priority procurement of certified products.
