Abstract
This Act provides for the preservation and management of the marine environment by controlling marine pollution and creating a clean and safe marine environment.
The Minister of Land, Transport and Maritime Affairs shall: determine and publish marine environmental standards by sea area; organize a marine environmental measuring network to measure or examine the state of the marine environment and pollution sources in coastal waters; determine and publish the Korean standard method of examination for marine environment; establish and implement a comprehensive plan for marine environment management; construct marine environmental information networks; and impose and collect marine environmental improvement charges.
The Act prohibits the discharge of oil, harmful liquid substances or wastes from a ship or from land into the sea and ship owners and marine facilities owners shall install waste, noxious liquid substances and oil pollution prevention facilities on the ship and keep a record of the substances transported.
The Act further provides for: regulations for prevention of air pollution at sea; inspection of ships for prevention of marine pollution; measures for response to marine pollution; registration of marine environment management businesses; marine pollution impact surveys; consultation on utilization of sea areas; establishment of the Korea Marine Environment Management Corporation; penalties; etc.
