Abstract
This Master Plan for National Water Management (2021~2030) is a national top level water-related plan, which is the basis of all water-related plans of the country, covering not only the quality, quantity, water-related disasters, aquatic ecology, and agricultural water management of surface water and groundwater (including rainwater) , but also the entire water management infrastructures such as water supply, sewage systems, dams, and reservoirs.
The overall goal of the Plan is: sound water circulation. To achieve the goal, three objectives are established: 1. Improved basin communities (of both humans and nature); 2. Ensure water use for future generations by establishing a sustainable water use system; 3. Build a water-safe society that is strong against the climate crisis. Three major innovation policy directions are also set up: 1. Establishment of an integrated water management system throughout the entire water circulation process; 2. Basin water management based on participation, cooperation, and communication; 3. Water management for public safety from the climate crisis. The key takes for innovation are proposed in the Plan: Create a system for integration of all water circulation processes; Upgrade legislation, plans, systems and organizations for integrated water management; Strengthen the foundation for participation, cooperation and communication of basin communities; Create a system for resolution of water-related disputes and discord; Pursue net-zero initiatives in the field of water as a form of response to the climate crisis; Securing public safety by developing and utilizing new technologies and strengthening infrastructure management.
Other measures proposed in the Plan include: Establishing a financial system for integrated water management; Guaranteed quality and safety of portable water; Guarantee of the basic rights to water in regions with substandard water welfare; Setting greenhouse gas management goals in the water sector and improving water management energy efficiency; Expansion of carbon absorption ecological space such as creation of waterside ecological belts and ecological villages; etc.
