Plant Protection Act.

This Act prescribes necessary matters on the quarantine of imported and exported plants and domestic plants, and on pest control. The Act consists of 6 Chapters divided into 35 articles.
Any person intending to import plants, etc. needs an inspection certificate issued by a government agency of the exporting country, stating that the plants are free from pests and diseases (art 6). The import of goods specified in article 7 shall be prohibited. Any person who imports or exports plants or prohibited items, shall undergo an inspection by the plant disinfection official which shall be performed in places designated by the head of the national plant quarantine agency (arts. 9-13). Foreign plants or prohibited items that have to pass through Korea may only be transported between quarantine places (art. 13). Quarantine and pest controls shall be performed in order to exterminate pests or diseases and to prevent their spreading (arts. 14-19). Every year, the Minister of Agriculture and Forestry shall prepare guidelines containing the formulation of pest control plans and the basic matters pertaining to pest control (art. 20). The remaining articles contain supplementary and penal provisions.
