Abstract
The purpose of this Act is to promote the development of the seed industry and to contribute to stabilizing production in agriculture and forestry by prescribing matters concerning the production, certification and distribution of seeds and seedlings, the promotion of and support for the seed industry, etc. The Act consists of 56 articles.
The Minister of Agriculture, Food and Rural Affairs shall formulate and implement a master plan to promote and support the seed industry in agriculture, forestry and fisheries every five years (Art.3). The State and local governments shall understand international trends in the seed industry and promote international cooperation, and encourage the activities such as research and development for the seed industry to promote the development of technologies for the seed industry (Art.7-8). The Minister of of Agriculture, Food and Rural Affairs can register important crop varieties in the national catalog. Eligible crops include rice, barley, beans, corn, potatoes, and others specified by Presidential Decree, excluding those used for animal feed (Art.16). In any of the cases prescribed in Article 25, seeds shall be subject to national certification.
