Abstract
The purpose of this Act is to assist fishing village residents by autonomously promoting sustainable development based on trust and cooperation.
The Act defines a specialized fishing village as an area where residents promote sustainable development by voluntarily establishing a specialized fishing village committee. This committee can be formed by gathering consensus among residents, centered around existing community organizations (art. 2, 27). Specialized fishing villages shall have the responsibility to cooperate in promoting autonomous development of communities; facilitating the use of public waters, land, and facilities; and conserving, creating, and managing the ecosystem and scenery. The State may provide funding within budget limits, and local governments are responsible for supporting these villages' sustainable development efforts.
