Urban Development Act.

The purpose of this Act is to contribute to the promotion of planned and systematic urban development, the creation of comfortable urban environment and the promotion public welfare by prescribing matters necessary for urban development. For the purpose of the Act, urban development project means a project implemented to build a complex or town having functions, such as residence, commerce, industries, distribution, information and communications, ecology, culture, health and welfare in an urban development zone. In particular, article 3 establishes that when a planned urban development is deemed necessary, the persons listed in this article may designate an urban development zone. The text consists of 85sections divided into 6 chapters as follows: General provisions (I); Designation, etc. of urban development zones (II); Implementation of urban development projects (III); Bearing of expenses, etc. (IV); Supplementary provisions (V); Penalty provisions (VI).
