Decree No. 173 of 2024 approving the Memorandum of Understanding between the Government of the State of Kuwait and the Government of the Kingdom of Saudi Arabia for cooperation in the field of environmental protection, rehabilitation and preservation.

This Agreement stipulated among the Public Environment Authority of Kuwait and the Saudi Ministry of Environment, Water and Agriculture represents their keenness to coordinate the best efforts for cooperation and exchange of expertise in environmental protection, and realizing the importance of working to protect and preserve the environment. To this end, this Memorandum aims to create a framework for cooperation between the two parties in environmental protection, rehabilitation, and preservation, under the systems, laws, and instructions in force in the two countries. The two parties will cooperate in the following areas: environmental impact assessment of projects and activities, management and rehabilitation of marine and coastal regions, replanting vegetation and combating desertification, protecting wildlife and biodiversity, building environmental capacity, managing environmental emergencies and disaster response, restoring areas affected by environmental activities, adapting to climate change, controlling air pollution and noise, safely managing hazardous chemicals, combating illegal wildlife trade, developing environmental e-systems for community services, protecting groundwater from pollution, rehabilitating landfill sites, managing construction waste projects, managing municipal solid waste (such as sanitation, transportation, and treatment), and promoting environmental awareness programs. The parties will cooperate through various means, including coordinating positions in regional and international organizations focused on environmental protection and related agreements to serve their mutual interests; exchanging information, expertise, studies, publications, and scientific and technical resources; exchanging visits of experts and trainees; establishing and implementing joint programs; and any other agreed-upon methods. A joint working team with equal representation from both sides will be formed to take necessary measures to strengthen cooperation under this memorandum, meeting as needed in either country. The Memorandum outlines cost-sharing responsibilities, confidentiality of shared information, protection of intellectual property from joint projects, and dispute resolution through mutual consultation. It also states that the memorandum does not interfere with each party's existing obligations under other agreements.
